出國留學的申請人凡屬全日制高等教育機構公費在讀專科和本科生、雙學位生、研究生班學生、碩士和博士研究生；未完成大學和大學以上學業的中途退學人員；大學專科和本科畢業生、獲雙學位畢業生、研究生班畢業生、碩士和博士畢業生及全日制和非全日制成人高等學校公費在讀學生和畢業生，如要求自費留學，須按規定完成服務年限或償還培養費，并提前半年向所在單位提出申請，經所在單位同意后由申請自費出國留學人員將有關材料面交或郵寄所在地的省教育委員會，高教局審核。審核材料包括：
（1）申請人的學歷（含所獲學位）證明；
（2）申請人完成服務期年限的證明；
（3）申請人屬六類人員的眷屬所提交的省、自治區、直轄市一級僑務部門的證明；．
（4）申請人提交的未完成大學和大學以上學業的退學證明和償還培養費證明，
（5）申請人提交的未完成服務期年限的非直系眷屬所提交的償還培養費證明；
（6）申請人所在單位同意其自費出國留學的證明。
審核部門在短期內提出審核意見，并通知被批準者填寫“大學和大學以上學歷人員自費出國留學申請表”，并為其出具證明，被批準后方可到公安機關辦理出國手續。
其他人員申請辦理自費出國留學一般可不必提出留學申請．但應提交相關的證明材料，如經濟擔保和入學通知書等。
二、選擇學校及專業
1、選擇學校的步驟
在選擇所欲前往留學的學校時，可遵循以下步驟進行：
（1）查閱相關的專業文獻及學術報刊，了解所學專業或所從事的科研在國外大學或科研機構的現狀及發展情況，找出適合自己所學專業的教授或科研合作者，與之通信聯系。
